Research team
Nikola Vlahović is a Full Professor at the Department of Informatics, Faculty of Economics and Business, University of Zagreb. His research focuses on digital transformation, decision support methods, and software development, with particular emphasis on the role of the public sector in providing conditions and infrastructure for electronic business.
His work includes the study of innovative conceptual models to improve existing information infrastructures, the development of software solutions for the public sector with a focus on specific application domains, and research into methodologies and maturity models for business organisations and business processes.
As the project leader, he is responsible for project organisation, administration, and reporting. In addition, he participates in research activities related to e-government maturity models and the development of methodologies and maturity frameworks for local government web portals. He is also involved in data analysis and the interpretation of qualitative and quantitative research results on public sector websites.

Vesna Bosilj Vukšić is a Full Professor with tenure at the Faculty of Economics and Business, University of Zagreb. She has extensive research experience in digital transformation, business process management (BPM), and the development of organisational processes and digital maturity models.
Her research explores the role of digital and process maturity in organisational performance, as well as the impact of modern digital technologies on user experience. A particular focus is placed on the inclusion of specific user groups, such as older citizens, in the digital society. She also studies innovation and value creation within digital ecosystems, along with the identification and analysis of key success factors of digital platforms.
As a project collaborator, she participates in activities related to the analysis of e-government maturity models, the identification and comparison of existing digital maturity frameworks for public administration, and the development of a proposed model suitable for measuring the web portals of regional government units in the Republic of Croatia.

Mirjana Pejić Bach is a Full Professor with tenure at the Faculty of Economics and Business, University of Zagreb. Her academic work covers the fields of information systems and information technology management, as well as statistics and cognitive sciences in business. She also has extensive experience in the research and application of statistical methods for knowledge discovery from data and advanced data analytics across various private sector industries, as well as in the analysis of public sector data.
As a project collaborator, she is involved in research activities examining the relationship between the availability of open government data and the level of use of electronic public services. She also contributes to the development and validation of models for detecting latent semantic quality signals in open public administration data, using text mining techniques and language models.

Mario Spremić is a Full Professor with tenure at the Faculty of Economics and Business, University of Zagreb. He has extensive research experience in the areas of digital transformation, the digital economy, and the disruptive effects of digital technologies on business processes. Of particular relevance to the project is his specialised expertise in information systems security and auditing, IT control mechanisms, and the protection and confidentiality of information and data.
As a project collaborator, he focuses on activities related to identifying security aspects of open data and their role in defining the maturity of open government. This includes assessing the compliance of open data and public information disclosure with existing standards and regulatory frameworks, such as NIS2 and DORA.

Katarina Ćurko is a Full Professor with tenure at the Faculty of Economics and Business, University of Zagreb. She has many years of experience in the fields of relational data management and database systems, data warehouses, and big data technologies.
As a project collaborator, she is involved in activities related to assessing the design and adequacy of data openness procedures as a key dimension of data maturity models in the development of the research instrument. She also participates in the evaluation and validation of the regulatory research instrument.

Jasmina Pivar is an Assistant Professor at the Faculty of Economics and Business, University of Zagreb. Her research focuses on the adoption of innovative technologies, the application of advanced digital technologies in urban systems and public administration, and the use of machine learning analytics and decision support methods. She also continuously develops expertise in research methodology, particularly in data processing and analysis techniques such as Partial Least Squares Structural Equation Modelling (PLS-SEM).
As a project collaborator, she will be involved in activities related to collecting data on public sector web portals, assessing tools for automated analysis of website compliance with relevant standards and design principles, analysing the accessibility and usability of published public information and open data, and interpreting results across different phases of the project’s research.

Tamara Ćurlin is a Senior Teaching and Research Assistant at the Faculty of Economics and Business, University of Zagreb. Her research interests largely focus on the successful implementation of innovative digital technologies and on methodologies for assessing their effectiveness. She also conducts research on the evaluation of information systems quality, including web portals and various types of digital data.
As a project collaborator, she will participate in activities involving the application of software tools for the analysis of public sector websites and the development of databases on the characteristics of county-level web portals. These datasets will serve as the basis for advanced analyses of how different website features influence the maturity of electronic information disclosure and open data.
