About the project
The project OPEN-DIGI-ECONOM investigates how access to open data and public information drives the digital maturity of public administration and the overall digital economy.
The main goal of the project is to develop and verify innovative models for assessing the maturity, accessibility, quality and use of open data portals at the national and local levels, with a special emphasis on regional (county) self-government units in Croatia and the European context. The project is based on the integration of methodologies from the fields of business economics, digital technologies, data science and public administration.
Several research sections will focus on their respective aspects of the comprehensive analysis of the institutional and technical maturity of open data portals, as well as the importance of security and compliance with the cybersecurity framework of open data for the maturity of the electronic public services they provide. The key prerequisites of the quality of web portals, such as the accessibility and appropriateness of public data web portals and their compliance with regulatory and technical standards, are components of the Open Data Maturity (ODM) index for the use of e-services. Their role in achieving higher levels of maturity of the overall digital economy will be further studied. Additionally, efforts will be made to identify latent indicators of data quality through text mining of available open data.
The results of the work on the project will be used to create benchmarks, self-assessment tools and recommendations for the public and private sector. In the long term, the project contributes to the development of the national model of digital maturity, the education of research staff, the improvement of the quality of education in the field of open data and the digital economy, and the support of public policies related to open data and digital transformation.
